we have a policy in place where "pre-population by Age = 5 and Pre-population by messages is 200" on BES 4.1.5

I had a request that user wants whatever he has on the device after reactivation, so when he got his new device I removed his account from BES and changed the above entries to "blanks" respectively hoping that it would re-populate al messages in Inbox into this device but this didnt work.

I only got the last 11 days which didnt make any sense to me, any ideas how i can get all the mail in the inbox ? we have wireless sync enabled

You can't get everything.
The maximum limits for message pre-population are 14 days, or 750 messages... whichever is reached first.

You're running BES 4.1 SP5 ...

Just use remote search: KB15161 - Remote search for email messages

A question on your post above. So doing a backup of the old device, and restoring it to the new device would still put these limitations on the new device?

No, these limitations are only for message pre-population on a newly Enterprise Activated device on BES.
Backup & Restore will preserve whatever messages are currently on the device.
