I have been trying to connect with my brother on BBM for a month now and it still says it is pending.

I'm starting to think it won't work because was have different carriers. Could that be possible?
What is something I could do to make them connect?

Are either of you on a BES? That could be one cause - the BES could be restricting access to devices that are not also on the BES.

How did you try to add him - by email address or by PIN? I've always had better luck using PIN.

NO, neither of us are on BES, and yeah he has a data plan.
I've tried to add him both way pin and email, both of them leave him on my pending list.
I really don't understand why it won't work. I have even tried to do it with both of the phones in my hands so I know he isn't just not adding me;)
