Default BES 5 Domino Prepopulate PIM Settings

We have a BES 5.0.4 server and Lotus Domino 8.5.3 as our e-mail server. For our clients we have roaming profiles, but we also synchronize contacts with our mail files. When we setup a new user, it prepopulates the PIM settings to the roaming profile, instead of to the mail file. Is there a setting that we can change so that it defaults to the mail file instead of the roaming profile?

The only setting we have been able to find is to turn off prepopulation, which means we would need to manually input the PIM information every time we had a new client. Any suggestions on how to set this would be appreciated.
