First, BIS is the BlackBerry data service. If you are using push email, BBM, or any other BlackBerry app or even a third-party app that accesses BlackBerry services, then you are using BIS even if connected via wifi. What you mean is use of the carrier mobile network to access the internet and BIS versus using wifi to connect.
I have read posts to the effect that when you are connected via wifi, the BlackBerry is using wifi. But I've also read complaints from people who have gotten mobile charges even though using wifi exclusively, because apparently the BlackBerry "decides" to drop some communication onto the mobile network.
The only way to be sure is to turn off the mobile network connection. If you do not have and UMA capable BlackBerry and carrier, then you will be turning off the phone, however.
