I have a user who is using the DM and Redirector to forward his email from his Exchange account to his BB. Everything seems to work fine except when he moves an email from the Inbox to another folder he created in Outlook. When he reconciles his BB the moved messages stay in the Inbox on the BB. The folder is on Exchange, not in a .pst, so DM should still be able to see the message, correct?. I've searched around and have found some threads dealing with deleted items, but anything he deletes gets removed from his BB just fine.

I see that the Redirector has the option to forward specific folders or just the Inbox. He is currently set to just forward his inbox. Do I need to forward all his other folders (about 75) to his BB for the reconcile to work correctly?

No you definitly do not need to enable Folder Redirection for all folders for this to work. You can try deleting the following databases through DM > Backup & Restore > Advanced. Folders, Folder ID, Messages and Purged Messages [You may want to run a backup as this will delete all the users email messages] Once you have done that perform a wired reconcile to rebuild the folder structure. Send a couple test emails and test.
