phone calls can not be received

turn on the wireless but on top right corner of main screen have an arrow,so i can't reveived all phone calls ,when i turn off that wireless and turn on it again, that arrow disappear

What phone are we speaking of here? Also you may want to try a hard reset. This could be a few issues going on. I would first try a hard reset, and also touch base with your carrier as it could be something up in the network.
Kinda hard to say without more details of the device, etc.
