After the initial setup of a Bold - is there a way in BES or the blackberry to take 2 weeks of messages in the users Outlook and force to the Blackberry?

Message pre-population occurs on a newly activated device for a new BES user, or a new device (with a different PIN) for an existing BES user.

Either delete and re-add the user to BES, followed by a new Enterprise Activation.
-or-
Assign a device with a new PIN to this user and do an Enterprise Activation on it.

(Assuming you've already adjusted the pre-pop settings on BES to 14 days.)

You could also force message prepopulation for all activations by changing the registry values detailed here: Enable message prepopulation for all users on a BlackBerry Enterprise Server, then just re-activate the device.

you can set the pre-population from the settings on the BES

Server Properties>Messaging>Message PrePopulation

Set the options in here to either go back to 14 days (I think that is the max) or upto 750 messages.
