i buy this blackberry from ebay..and i installed os 7.0 because when i install 7.1 it says cannot connect to device.my bb vendor-603.i dont know which carrier.so after i install os 7.0.startup normaly and when at home screen appear 'THE HANDHELD DEVICES INCLUDES SOFTWARE and bla,bla,i can't scroll down,and click ok.it like not detect,but when its need pin number its can use trackpad.below is the picture whic my bb stuck at there.and cannot do anything,but emergency call can.sorry for my english and please help me.thank you

You dont know the carrier so it is possible the phone wont work anyway. also you need a blackberry data plan to use the features.

some questions that may offer some help.

What OS level and version did you load?
Where did you get the OS?
If the PC did not detect the BB, how did you load the OS

It sounds like you loaded the wrong OS and may have a corrupted operating system.

i get os at blackberry.com
the message will appear when i on my bb.
os install normally,but can't update os7.1

If your now able to have the PC see the BB then try this.
Make sure your following all the directions and do not do the update over the air. Download the OS to the PC.

Buying devices off eBay is risky. Cut your losses and buy a new device from a reputable local shop.
