BB 7750, Bell, Web client, email delay problems...help?

For some reason, at various times during the day, my bb just goes silent, doesn't receive any emails. I get about 150/day to my main email which is forwarded through my providers server (not through my computer) to my @bell.blackberry.net addy.
I come back to my computer, after being on the road, open outlook and I receive emails there that were not sent to my bb. Is there some setting I'm missing?
Also, I sent a test message about 15 minutes ago direct to my bb account...still nothing.
Also, on the web client, the time is about 5 hours ahead...do they use GMT?
Any suggestions are appreciated, cause trying to find a bell cs rep that knows what a bb is ....well, lets just say frustrating.

Casper, Bell said that Blackberry is having some serious issues which has been ongoing for a couple of days now (about 3). I am still behind by a couple of hours myself. And this is nothing new, all the sudden.
Hate to drudge up an old topic, but this is what's happening to me in the US right now. Not the first time, either. Emails received in inbox, not forwarded to blackberry. "Reconcile now" does nothing. Was anything ever discovered about what caused/causes this issue?
We are experiencing this here now. All of our blackberries on the BES server are delaying 15 minutes. usually the speed is instantaneous. Any thoughts as to why?
