Default denying "phone" settings

Hi,

If I edit the "connection settings" of an appliation and in those settings I set "DENY" as a value for "Phone'. I do this for example in Google Maps. Am I hereby blocking the aplication to download data thru GRPS? And as such if I see the aplication downloading new maps I must asume it's doing thru my Wifi conection? I do have "Carrier Internet" set to allow.
