i get that msg once in a while on my blackberry 8703e... doesnt effect my berry at all.. i just want the msg to stop poping up every 10 mins. any suggestions?!
Is your BlackBerry connected to a BES server? Has it ever been? I suspect that is has and the PIN number is still associated to an account on the old BES server. Go to Options > Security Options > General Settings and see if an IT Policy is listed.
This happened on one of my devices at work which is attached to a BES. I was getting ready to back it up so I could wipe it, and when I connected it to desktop manager, it asked me to regenerate the key by moving the mouse for about 20 seconds. It fixed the problem and haven't seen it since. Give that a shot.

Have you tried this? Generate a new encryption key on the BB -- Options, Security, general options click wheel choose regenerate encryption key (scroll to the bottom) - when it is done reset the device (pop battery). I had a user who kept getting the message and it would not stop even after new key generated until we reset the device

Awesome! I learned something today! Thanks for that bit of info. I never noticed that option was there and I'm guessing not many others know about it either.
Just to add, the cursor has to be all the way at the bottom on "Desktop" under Services. Then click the wheel (or menu key on Pearl) and there is an option to regenerate encryption key.
We have been getting this on all of our blackberries that ever synced with blackberry desktop manager 4.0. The fix was to sync it and the problem went away temporarily, however it would usually return in about 3-4 weeks, requiring another sync.
In the 4.0 SP1 release notes it stated:
"SDR 46583 - Previously, the desktop software did not update the encryption key properly during manual key generation, which caused decryption errors when sending email from the handheld to the BlackBerry Enterprise Server."
After synching a blackberry with the 4.0 SP1 desktop manager the problem never recurred.

Thank you! I have had this happen to two users in the past two weeks. I ended up re-activating because I couldn't figure out how to regenerate the key without desktop manager. I made a word doc complete with screenshots (compliments of BBscreenshooter) for my users. here it is for anyone who is interested.

I would assume that the random cause of this is because the BES was unable to update the Encryption keys to the devices on the random schedule that it uses. The BES usually has a random time that it updates the encryption keys on devices... or at least mine does.
