The only way I know of is to hide the icons.

I tried deleting the service books for them but once the device re-registers on the att network, they get re-downloaded.

Not sure why the xm icon is missing.

Yes unfortunately the AT&T icons and Telnav icons will reappear after you re-register on the network after removing the service books. You can hide the icons as stated, they take up very little memory on the device - only adds to the Service Book DB which is extremely small.
