Is it possible to change Bluetooth policy settings if you are on a BIS plan?

Problem, I have a Bold on the Corporate BES and a Storm as a personal device on BIS. I want to enable Wireless Bypass and Desktop Connectivity

BIS does not give you the option to create or maintain an IT Policy.
