Both USB's and the RIM AC charger provide 5 V. Exactly the same.
What changes is the current limit for each one.
My RIM AC charger is rated at 700 mA. That's not what the phone will draw, but that is the maximum the charger can provide before something happens (charger shutdown [likely], or diminished voltage [unlikely]). If I had to guess, the phone would draw a maximum of 500-600 mA during it's charging cycle to be on the safe side.
USB ports are a bit different in that they can change the amount of current available depending on several factors such as whether or not the device has a driver attached to it and what the driver set's as a current limit.
Maximum USB current is 500 mA, but can be 100 mA given some situations (as detailed above).
There are other variables in regards to charging such as charging profiles (different charging rates over a single charging cycle).
