Default BESX local to hub or mailbox?

I have an implementation of Exchange 2010 where I have a single hub/CAS server in a datacentre and multiple mailbox servers at various lovcations within North America.

Should the BESX server be local to the hub/cas or should there be a BESX server next to every mailbox server?

It connects to the CAS server with MAPI, so close to CAS would be the best.

so if clients only connect to CAS, why would you put mailbox roles only at the remote locations? or are we missing some thing?

With more details, the setup is

site1: internet facing. hub/cas
sites 2 and 3 and other if required, internal, hub/cas/mailbox.

Sites 1 and 2 are in Canada and could potentially be at the same site. Site 3 is in the US and can't be moved. I'm trying to keep sites 2, 3 and more the same, with a single internet facing hub/cas.
