It's a characteristic of CDMA, because the transmitter has to be on 100% of the time, versus 1/8th of the time in GSM. You'll find almost any CDMA phone to be greater than 1 W/Kg. On the other hand CDMA has very tight power control, so the absolute minimum transmit power necessary will be used. Therefore, real world values are much lower.
Keep in mind that every single claim that cell phones cause cancer is friviolous. Several scientific articles that have claimed to show a link by the media have been disproved. The most prominent article, showing cancer in rats, was downright fraudulent: the actual exposure was 10 times the safety limit.
