Oh serious..?!
Rim need to change their documentation then..:
As seen in the "Blackberry Wireless Handheld Browser Content developer Guide"
"Corporate Sys admins can set an IT policy on the blackberry Server to specify the default browser that is used for URLS in applications other than the browser, such as in email messages or memos.
And i can see: "Type a unique identifier (UID) for the browser config service record, which sets the default browser on blackberry device." in device only items policy help
Called Rim and they said to check in service books, open the blackberry internet service and check the UID is there.. i set it in policy but no changes..
So i guess you're right and RIM are wrong..
