How are you connecting to your host? POP3, IMAP?
If you are connecting with Outlook via POP3, you will need to Enterprise Activate with Outlook closed. The RIM messages need to be processed by the BES Server to get Enterprise Activation going. POP3 will be removing these messages from you inbox on the server. This prevents the BES from starting your Enterprise Synchronization.
