I will be purchasing a 7250 off a friend. (Verizon).

The question is he has a charged off amount on his acct, will this not allow me to connect the phone?

If by charged off you mean that his account has been suspended because he didn't pay it then no, you cannot activate the phone. Phones can only be reactivated once the old balance is paid off. They are temporarily blacklisted. I would check ebay, they usually have 7250's fairly cheap.

You will be required to pay the balance due to activate it. Sell it for spare parts and buy a clean one.

If it has been turned over to an external collection agency you will need to find out who it went to. He can contact VZW and see (if it was sent to an outside agency) if they can bring back internal. If the balance isn't that much would it be worth it to pay the balance?? Ask your friend to knock off that $$ related to the cost of the phone. If the amount owed is more than the phone is worth, walk away.
