I am reading over all these BIS 2.3 Features about getting read and delivery notices. Are these features already available through BES? I don't recall being able to request these notifications through BES?

Not in the version of BES my firm runs. I am in the awkward position of having my BIS service for my personal email function better than my BES service (e.g. I can listen to Vonage voicemail delivered to my personal email account which is delivered to my BB via BIS, but I can't listen to my Cingular Unity Messaging Voicemail delivered to my work email account via BES). Ridiculous.
