I went into Settings->SIM Card and typed ALT+MEPD.

All five options (SIM, Network, Network Subset, Service Provider, Corporate) are Disabled.

Does it says something about locking GPRS ?...

Have you ever used your BB on non-BB network (quite a few of them still).
I mean using GPRS simple data.
Do you have 'GPRS' or 'gprs' icon on these networks?

So far, no success.
My network operator does not provide any Blackberry services but I tried to make some simple WAP/HTTP over GPRS browsing....
