Default Question regarding Contacts

I just took over administration of our BES Server, and 112 BB 7520's. Currently our company has approximately 900 employees.

When distributing a new phone to an individual, depending on what area he/she is going to work in, I need to be able to put certain phone numbers on their blackberry. Also the user doesn't want the entire address book on their Blackberry. Is there an easy way to sync, or push only certain contacts to a BB?

Sure, have the user add them to their personal address book. The user has total control over what contacts exist on thier BlackBerry.

Sure that is one way to do it, but if the user is adding 200 of the 900 employees this would seem like a very long process to do one at a time.
Plus, 9 times out of 10, the users do not know what individuals they need added to their BB, so it would be easier if I could give them their unit with all the numbers they need programed in.

I have one way that I am attempting, but it seems to be a bit arduous of a task.

I might do it ghetto but I just create .wab files for each dept. and sync them to the blackberrys using desktop manager before I activate... (have to disable wireless synce before you can import.) Im sure theres a better way or like what fisher said but I with you on most clients dont even know what they need.

Thanks for everyone's help.

Here is what I ended up doing. I have an excel list of all of my users, their phone numbers, DC numbers etc..
I upload them into a Public Contacts folder in Outlook separated by their Departments. Then I just have them log in on their computer and drag over the department they need into their contacts. This seems to be a fix for now, it just stinks having to keep track of duplicated lists.
