Not sure what you mean by "support RIM services locally" but it is probably alluding to advice already in this thread. Any local SIM will do as long as you can get the CORPORATE (BES) BlackBerry Data plan on it.

Posters in this thread have been quite clear. As long as the user obtains a SIM with a BlackBerry Corporate Data plan AND they have a BB that is unlocked/from the new carrier (and therefore accept the SIM) then the OP will be fine.
