Not sure if this is possible but is their a way to find out what an IT policy blocking from the blackberry it self ??

Other than trying to do something on the device and having it report back that you can't because of an IT Policy setting... no.
Some menu items will have a Red Padlock icon next to them indicating they are controlled by IT Policy as well.

It should say something like it's being block by an it rule ..right?

Maybe, maybe not.
Sometimes you have no indication at all.
