Just to journal this down.
You can use the GWItemInfo tool from BlackBerry Support and test login using the SOAP mode. If the login is slow, it is a good indication that the SOAP connection from BES to GroupWise system is having problem. This could potentially be the cause of message delays.

If GWSOAPConnector.exe process is failing to log in for certain BlackBerry smartphone users or the web browser has an inappropriate response time, check for a network configuration issues.
