When you buy a phone it normally comes locked to a certain wireless provider(unless the device was purchased already unlocked). To use in a different country it has to be unlocked. The PIN of your BB, is still registered with a BIS account (the previous owners).
Only way: Contact the previous owner about it.
Which by the sound of your first post, you can't do.

If edge is in small letters, you do not have a BlackBerry Data Plan.
If your carrier doesn't offer a specific BlackBerry Data Plan, then you are out of luck.
If your carrer won't put it on your account because the PIN was used already, you have to contact the previous owner.
The Chinese cline devices are ridiculous. I couldn't believe what was available in Shanghai and how obviously fake they were. In some ways the phones are better - meaning they have features never offered in others phones like dual-SIM, TV, radio, etc. But they're poorly made, fradulent and unsupported as stated previously, and carry zero warranty or support for them. I just found the knockoff Appie Iphune with dual-SIM to be too funny, though.
