Sporadic Emails not showing up...

We are running Exchange 2K3, BES 4.0, and all 7510 or 7520 BBs. (All running 4.0 as well)
My issue is I have one user who is not getting all of his emails. He gets most, but not all...
It's sporadic, I sent him 3 emails in a 30 min period, he did not receive the 1st, but received the 2nd and 3rd almost immediately.
He says it has happened multiple times...
My first thought was maybe he had a rule set that was moving the email to a personal folder before it got to the BB, but I don't believe he has any rules in Outlook set to dump certain emails anywhere, because all 3 of my emails went to his inbox in Exchange and sat there. Also, they were not CC:s or BCC:S, just direct emails...
Anyone have any ideas?
