Cant activate 8700 on BES 4.0 .dat file never leaves user inbox

I am trying to activate an 8700 from Rogers. I have verified that the account is provisioned correctly for BES and the data plan is working.
The phone is here in the US and is roaming with EDGE on t-mobile and Cingular (both ahve upeprcase EDGE) When I go to activate it the email is generated and sent to the user. However the email just sits in his inbox and never processes out.
I am going to have the user close out of his email on the local machine and make sure he doesnt have it open on terminal services.
other than that any idea what may be keeping the email from leaving his inbox?
