We have 5 Exchange server, 1 is located about 800 miles away on a 2Mb WAN link. I have 2 BES server at each location.

Can anyone provide an argument as to why we should not have 1 BES server with SQL 2000. I have 100+ users local and 15 user at ditant site.

what are the RTT for pings from your BES to your distant exchange servers? As long as the connection is reliable between the two sites with minimal latency you can have them sharing the one BES. If the connection isn't reliable with low latency BES won't function as expected.
