BES 3.6 IT Policy Error

This is probably a very generic, obvious question. I'm actually hoping it is so I can get a nice quick answer.
What exactly causes "Error" to show up for a user's Policy Status? I assume there is a multitude of variables. Is there a way to see exactly what is happening to cause this error? It seems the regular server logs only show when an IT Policy is sent to a user.
