Is it possible to configure the IT policy such that the handheld can *only* accept mail that comes from the BES?

Right now I've got a handheld that's activated on my BES, IT policy says "Allow Other Email Services = FALSE", yet I can still receive mail sent to my vzw.blackberry.net account.

I need an IT policy/configuration that tells the handheld to only accept mail from the BES.

Unfortunately the "Allow other email services" IT Policy is for outbound messages only. There is nothing stopping you from having a webclient service book for example and receiving mail from that account, but you couldn't send from that account.
