Surprisingly I've never bothered with a txting add-on although I'm starting to reconsider.

When T-Mobile says "Any 400 Domestic Messages"... is that implying any 400 messages sent domestically (sent from within the united states), or sent to domestic numbers?

I'm figuring out whether or not the add-on is worth it, but I definitely need to be able to txt internationally (from the us -> europe).

I'm assuming you mean to domestic numbers only. I can't find anything on t-mobile.com referring to international text messaging...

If no one else adds to this thread I'll have to give in and give them a call.

receiving from intl is included in the package but sending costs .15 each.

That's probably something that you would have to ask TMobs about.

you can add a text plan to flex pay or they just charge you by the message. the web site says texting may not be available to all countries. i'd ask cs to be sure.
