Default 8700c. need to Upgrade .. Cannot make calls

I need to use my blackberry. I am living outside the US. I got the code from EBAY and the phone is unlocked. under MEPD shows all locks disabled.

When I put in a sim card, it goes to "gsm" then "gprs" then it says 'data connection refused'.

When I try to make a call, I get 'emergency calls only'

I have put in on manual, it detects the network, but always 'data connection refused'. I cannot make any calls

I turn wireless on and off. take out the battery. tried different sims (900/1800 and 850/1900 sims) , but I just cannot make any calls.

I am thinking that maybe I should flash to an unbranded (or local) 8700g firmware. maybe this will solve my problem ?

I just want to make calls. I have unlocked blackberries before (also other models of 8700c too) and just put in my SIM and make calls. this one just does not allow any calls. ( I am more intrerested in calls than the data aspect right now

Please advise how to solve this problem

It actually sounds like there's an IT policy in place prohibiting calls. You should do a search on IT policy removal. A firmware/OS update will have no effect on your ability to place calls if an IT policy is prohibiting calls.

As for the data connection refused message (which has no impact on your ability to place or receive calls) you need a Blackberry data plan.
