For some reason all of a sudden I can't delete or move apps that are within a folder.

I just updated Bolt and it went into my Download folder.
I went to move it to the home screen in the usual fashion and cannot.

From within a folder there is no functionality to my second button on the Bold.

Do a battery pull. That should fix your problem.

I would also use your desktop manager to delete and remove them
