I've worked with 2 RIM agents on this who contradict each other and can't understand if/what I need to make this work. Any help is appreciated. Thanks,

You're not providing enough information.
What device do you have? You list 9530, but that doesn't have WiFi.
If you have a WiFi capable device... do you also have a BlackBerry Data Plan provisioned on it?
Does your corporate IT Policy allow the use of WiFi on the device, or is it restricted in some way?
There's no Yes or No answer to your question, which is why you're getting inconsistent responses. There's a lot of factors to consider.
In short... yes, you can use WiFi to send/receive BES email but there's a handful of pieces that need to be in place to make that happen.
