Folder Redirection Missing

I have a user with a 7130 device which was activated using desktop manager. Since then we have moved everyone away from desktop manager and uninstalled it from their machines. What we noticed on this specific device is that when he goes to folder redirection, it only lists Inbox, Sent, and Trash. He cannot see any other folders listed there.
I have tried resending the service books and IT Policy. The next step would be to delete specific service books. One question I have is there any way that this option is unavailable becase we activated through desktop manager instead of Enterprise Activation?
