csv attachment viewing?

I can't seem to find a way to allow users to view a csv file on their devices (BES 4.1.3). It seems like it should work using the normal Excel viewer. I would definitely prefer not to have to use a third party application on the server or the device, but if that is the only way so be it. (which ones are good?)
