What type of concentrator?
What version of the Cisco client?
What type of authentication is being used?
Can you influence the VPN concentrator at all?
What type of encryption is being used?
What service provider are you using?
What is the OS on the device, and does the firmware you're using have any known limitations on services?
How about the data plan you're using with the device, are there any known limitations on the allowed traffic outbound?
The best way to get around most of this is to move your VPN concentrator to TCP:80 or something that you can actually send out. Your client will need to be configured accordingly. There is no VPN out there that "cannot" work with a BlackBerry's tethered connection.
The days of straight udp VPN traffic are long passed.
